After Finland ranked at the very top in reading, mathematics, and science in the PISA (Programme for International Student Assessment) test first administered by the OECD in 2000, its education model became one closely studied by education policymakers and researchers worldwide. The system's most striking feature is that, unlike traditional approaches that subject students to frequent standardized testing, it relies largely on teacher assessment and school-based evaluation methods.
The Limited Role of Standardized Testing
In Finland, students take almost no centralized standardized tests from primary school through the end of secondary school. The only mandatory, centralized exam in the system is the National Matriculation Examination, administered at the end of upper secondary education; even this is an optional assessment intended for entry into higher education. Students' academic progress is monitored and assessed individually by teachers throughout the school year. National education quality, meanwhile, is monitored through periodic assessments that cover sample groups of schools rather than all students; the results of these assessments are used to improve the system as a whole rather than to rank schools, and they are not shared publicly at the school or student level. This approach aims to reduce test-related anxiety among students and to allow teachers to shape the curriculum around learning objectives rather than exam formats.
The Standing of the Teaching Profession
Another frequently highlighted feature of the Finnish model is the autonomy and social prestige granted to the teaching profession. Becoming a teacher in Finland requires a master's-level education, and admission to teacher training programs is extremely competitive. This selectivity is combined with broad discretion granted to teachers over implementing the curriculum, shaping lesson content, and determining student assessment methods. According to the policies of the Finnish National Agency for Education (Opetushallitus), primary responsibility for school quality rests with education providers themselves, and there is no centralized national school inspection system; instead, quality assurance is achieved through schools' own internal evaluation processes and the national thematic reviews conducted by the Finnish Education Evaluation Centre (FINEEC).
What the PISA Results Show
Finland consistently ranked at the very top among participating OECD countries in the 2000, 2003, and 2006 PISA rounds, and this performance was seen as important evidence that a system with low standardized-testing pressure can still produce high academic achievement. According to the OECD's 2022 PISA data, Finland continues to perform significantly above the OECD average in mathematics, reading, and science; however, it no longer holds as sharp a leadership position as it did in the early 2000s, and Finland has been affected to some extent by the general decline in scores observed worldwide.
Curriculum Structure and Flexibility
Rather than providing detailed subject-based instructions, Finland's national core curriculum defines broad learning objectives and competency areas, leaving schools and teachers largely free to decide which methods and content they will use to achieve those goals. This flexibility became even more pronounced with the 2016 curriculum reform, which made more room for project-based work known as "phenomenon-based learning," combining the subject matter of different courses around real-world problems. Homework loads are kept low compared to international averages, and school days are shorter than in many OECD countries; underlying these choices is the assumption that learning is supported not by intensive study hours but by a regular, balanced daily rhythm.
Comparison With High-Testing-Pressure Systems
The Finnish model is frequently compared with the opposite extreme: the exam-intensive systems of East Asian countries such as South Korea, Singapore, and Japan. While these countries also rank near the top in PISA results, they follow a very different approach based on rigorous centralized exams, long school hours, and widespread use of private tutoring (cram schools). The fact that the same high-level academic outcomes can be reached through two opposing methods has reinforced the view among researchers that "there is no single recipe for success"; contextual factors such as teacher quality, the level of social equality, and the value families place on education are considered to shape outcomes independently of the testing policy used.
Public Funding and the Principle of Free Education
Basic education in Finland is fully funded from public resources, regardless of family income; the basic education process — including textbooks, school supplies, and school lunches — is provided to students at no additional cost. This principle of free education not only facilitates access to education but also aims to limit the impact of families' socioeconomic status on school success. In a country where the private school sector is quite limited, the low quality gap between state schools is also closely linked to this egalitarian funding model.
An Inclusive Education Approach
Another distinctive feature of the Finnish system is that students with learning difficulties or special needs continue their education as much as possible in a regular classroom setting, supported by additional support teachers, rather than being largely directed to separate institutions. In this "inclusive education" approach, the moment a student begins to struggle academically, support or special education teachers working alongside the classroom teacher step in with early, targeted intervention; the goal is to resolve the problem before it grows, without waiting for the student to fall behind. Researchers consider this culture of early intervention to be an important factor in keeping performance differences between schools nationwide low.
Why the Model Is Debated
The success of the Finnish model cannot be reduced to testing policy alone; structural factors such as the country's relatively low income inequality, strong public funding for education, the importance placed on early childhood education, and the below-OECD-average performance gap between schools are frequently cited among the elements explaining the model's success. In recent years, however, some researchers have argued that factors such as immigration, digitalization, and shifts in student motivation have contributed to the partial decline observed in Finland's PISA performance. These debates show that the "system without exams" formula is not, on its own, a recipe that can be directly transferred to other countries; rather, it must be considered together with factors such as teacher quality, social equality, and trust in the system as a whole. Indeed, education policy researchers emphasize that simply importing a country's exam system rarely works — the truly transferable lesson lies in how trust in the teaching profession and the emphasis placed on equal educational opportunity shape the system as a whole.
